A relation of mine is living in an apartment for 4 months (12 month contract). If she wants to leave can she give a months notice from now and still expect her full deposit back? The reason for leaving is excessive noise over the weekends.

depends on the terms of the contract. Is the noise from neighbours? Has she made the landlord aware of the noise issue if it is potentially something that can be resolved?

You can break a residential lease, regardless of it's contents. The process is roughly as follows:

1. Find a replacement tenant to take over the remainder of the lease.
2. Notify the landlord that you wish to transfer the lease and provide details of nominated replacement.
3. Whether or not the landlord accepts the new tenant you are free to leave without penalty (i.e. you are not liable for the rest of the lease and your deposit must be returned).
