My girlfriend has been unemployed for abt 6 months & recently heard of the rent supplement. She asked the landlord to fill in the form/PPS no etc in November & he declined and reduced rent by 200 Euro's instead.

She wants to try again:

can the landlord outrightly decline like this?
what should she do if he does?
can the rental supplement be backdated if he agrees to sign and to when, her first request for hom to sign or her first sign on date?

She is afraid landlord will try to resind terminate rental contract or put apt up for sale - can he do this?

Sounds like he is not registered as a landlord. She is entitled to claim RS irrespectively of his situation. She should claim her entitlements. If she is worried about his reaction, there are plenty of other rental apartments in this age.

She doesn't think she can get RS or RS backdated without landlord filling in some section of a form & PPS No. Is this correct?
 
The landlord does not have to supply his PPSN on the original application form (the one that your girlfriend has), he is asked for it separately by the CWO when/if her Rent Supplement claim is approved and goes into payment. He can decline to give his PPSN at that stage.

Does your girlfriend have a tenancy agreement or lease? She could bring that to the CWO and explain that the landlord won't sign the application form. If she doesn't have a lease, and the landlord won't sign the form, then she will not be able to claim Rent Supplement.
