Rent supplement-landlord's PPSN?

Can anyone tell me if a CWO is entitled to request a tenant to provide their landlords ppsn as a precondition for receiving rent supplement?
I have never heard of this, yet am being told that I need to do so if I am to get the supplement. So far as I understood, the legislation doesn't allow for tenants to ask their landlords for such info.
Any clarification would be much appreciated.
 
The CWO does not ask the tenant to supply the landlord's PPSN. A form is sent directly to the landlord requesting the number, and that form is returned to the office of the Superintendent CWO for the area, not via the tenant. The form is issued once the claim for rent supplement has been authorised for payment.
 
I went back into my cwo today, and he said that my payment had been suspended because my landlord had not sent in his pps number. Funny thing is, my flatmate has been receiving rent supplement and has not had her's suspended (although who knows what will happen now).
I thought that the landlord's relationship with the department was entirely independent of mine with them, and that they aren't allowed to suspend payment for this reason.
Any advice as to what I should do from here?
 
Payment of Rent Supplement is not dependent on the landlord providing their PPSN (although Revenue wanted it to be!). As the landlord can decide to send or not to send the details back to the HSE, that is not a valid reason for suspending your claim.

You should ask to speak to the Superintendent CWO and take the matter up with him/her.
 
Is there a specific piece of legislation that I can quote to support my position regarding this?
