Individual is selling a PPR and currently renting two rooms under the rent a room scheme so not registered with RTB.
If an investor buys the house and rents the entire house can they set the initial rent at whatever they wish and then by 2% every year ?

2% or HICP (whichever is lower) if it is in an RPZ.
