Am I right that the below process is applicable for any tenant, over 6 months regardless of how long they have been living in a property?

Not necessarily correct.

If the tenant is in a fixed term the first notice is not necessary, just the 14 day arrears followed swiftly by a Notice of Termination giving 28 days notice.

The first notice only applies where there is a Part 4 tenancy only. This came about by a poorly worded law where, with a Part 4 tenancy, the first notice was in addition to the other two notices.

However, it should be no problem to serve the first notice even where there is a fixed term in existence. It can be followed by the 14 day notice in another day or two.

+ 1, prtb are useless. Best advice I can give you is to go to the local community welfare officer, explain situation. I wouldn't let tenant pocket rent allowance while you try to get them out. Welfare will stop the payments to the tenany. Continue with your notices re prtb.
 
I note that the document doesn't tell you what happens when the tenant doesn't leave. PRTB and it's rules will be useless then.

Will find out in the next few days I guess as going to issue first notice by registered post.
