Renovating a Protected House

I am about to commence a renovation of a protected house. There is nothing unique about the house, it just happens to be a georgian house in Dublin. I have been told that I need permission to do just about anything in the house (including painting the internal walls!!). I have been told that I need to get a list of jobs that can be done without planning from DCC but this can take 3mths. The only major things I will be doing is rewiring, replumbing and renovating (not changing) the original sash windows. I will not be changing the character of the house one bit (in fact our wish is to restore it to its former glory).
I realise that I technically require permission for these things, but I can't wait for three months and, although I respect the DCC/Georgian society initiatives on maintaining historic buildings, the last thing I want is some person coming in and taking control. Would I be stupid to do these things prior to contacting DCC / local conservation officer?

how are you rewiring and replumbing without altering the walls and floors...???
If there is architectural features ie dados, coving etc etc these wil lbe affected.

working on protected structures INCLUDES loosing a significant amount of control over what you can and cannot do... thats the very reason they are protected!!!

as regards your last question, i think you know the answer to that already....
