RedOnion,
VHI Health Access is the cheapest plan that doesn't have 80% ortho cover.
In saying that, it has 90% ortho + cardiac cover in hi-tech hospitals so there's already a 10% waiver on Health Access.

VHI PMI 07 10 is the better of the plans with 80% ortho cover because of the max inpatient excess of 150, regardless of the amount of
admissions.
Alternative options with Laya are as follows, if switching providers is an option. Full ortho cover in all hospitals with no excess or shortfall.
1. Simply Connect; price 1100pa; all public, private and 3 hi-tech hospitals covered, private/hi-tech excess 150 x 2 max per year
regardless of the amount of admissions, day case excess 50 per procedure. No excess applies to ortho joint replacement surgery in any hospital.
Day to day cover included, 50% refund subject to a max of 500 per year.
2. Simplicity; price 1213pa; all public, private(including full cover for a private room) + 3 hi-tech hospitals covered, private/hi-tech inpatient excess 100 x 2 max per year, day case excess 50 per procedure. Day to day cover included, 50% refund, the first 100 not allowed. No excess applies to ortho joint replacement surgery in any hospital. The main reason for choosing this plan would be the extra cover for a private room
in a private hospital fully covered.
