Register as landlord here for foreign property?

Hello,I see Brian Cowen is clamping down in the Finance Bill on landlords, by ensuring they are registered before allowing the offsetting of rent against interest .Does anyone know if this only applies if you have a 2nd property in Ireland or does it apply if you have rent coming in from a foreign property? Thanks
