Refurbishment needs finishing off

We have recently viewed a house for sale which has had an extensive refurbishment.
The work is only approx 90% complete and a builder / electrician / plumber would be required to finish it off completely.
It has been made clear that the property is being offered in it's current state.
I would like to get an independent builder into the property to fully assess and provide a quotation for all work required before making an offer, would this be an acceptable course of action?

Should a surveyor / engineer carry out an assessment first to maybe identify work required that I can't see or would the builder do this?
If so any recommendations for companies that carry out this kind of work in Dublin?
 
I would get a surveryor in to have a look. they will see what needs to be done and give you a rough estimate of how much it will cost.

The surveyor I used was also an architect and was able to come up with a few changes and a few ideas about potential future development.

Well worth the money in my opinion and better than getting a builder in. If you ar happy with the surveyors estimates and can afford the quote then you can use that as a guide price when negotiating with a builder.

Estate Agent and Vendor should have no problem in letting a surveyor in to view the property

Is it common practice to get a surveyor in to assess the work already completed as well as the outstanding work required to complete a refurbishment before making an offer?

Through research it seems that common practice is to make an offer on a property and if accepted then get a surveyor to provide a report on the property???

I recently viewed a house that had some rather large cracks and a very dodgy extension. The EA informed me that they would not accept any offers until after you got a surveyor in. As she put it "so you know what your getting into".
