Recruitment of Teachers - Current Position?

Can anybody tell me if a permanent secondary school teacher resigns can the school recruit a replacement permanent teacher. Is there an embargo on recruitment to teaching jobs or what is the story. Grateful for any answers to this and obliged if you could give me a link to an official website where I might get this confirmed.

Schools are only allowed to appoint on a temporary basis until Sept. 2011 when posts will be filled via the redeployment panels.
