Recommended agencies for Production Mgt / Project Mgt people?

A friend of mine is due to take volunatry severance next month having been with the same company in various roles for 15 years (basically all his career). Background has been rising through Production Management and for the last few year has been specialising in Project Management - on some serious projects.

Is it worth meeting with any of the agencies in town (Dublin) rather than just replying to jobs on the WWW? And if so is there are particular agencies people would recommend for Production Mgt / Project Mgt people?

There are a number of agencies that specialise in particular areas. "Project management" is a very general description, can you be more specific?
