recommend electrician to install a new storage heater in apartment

background is old heater was removed because it was beyond repair - tenents was using an oil filled electric heater during last winter - which they tell me was not much good during the very cold winter we had so one of the conditions of them remaining is that a storage heater will be installed by next winter - this seems reasonable to me.

I want to budget my money to provide this by next sept/oct - as the heaters are around 500 euro

please recommend some electrician who specialises in this type of heater.
