Reclaiming VAT on new build investment property

I purchased a site to build an house which I will let. I registered for VAT in 2006 and reclaimed VAT on some expenses to date. The build has just commenced and will be completed in early 2009. I know there were changes to the rules affecting reclaiming VAT on buy to let properties. Can I go ahead and reclaim VAT on the build and then account for VAT on the rent or do the new rules affect me as I was registered and reclaimed VAT before the changes.
