I'm minding/landlording my brothers house who is currently overseas .. longterm. Dream tenant in situ a while .. Social welfare but regular and prompt payer.....

LAst week letter arrives from CoCo with list of fixes to house and appointment with council staff member to discuss Ras requriements. That's the very, very first I heard of anything..... 1 or 2 Q's from this pls...

Did they have a right to access/poke at the house without the permission fo the landlord? I would have thought they did not.

The list is not too intense (ranging from new smoke alarm installatio to boiler service to ensuring windows opne to ceratin distance permitting exit). The biggie is to close off the attic apex with the adjoing semi-d'ed house. None are big but no one guy will dot hem all.. My borhter wants hassle free and said tell them go jump and levae it sit idle til he returns in 12-18 months ... My Q is how approachable are these council staff.. Are they flexible and this talk of 60 days to complete work.. How enforced is that....

Would value feedback back or thoughts on same..

It appears from your post that the tenant has contacted the council to go on the RAS scheme. This may be beneficial for you. I have had the same tenant in place now for 4 years, but they can ask for these works to be carried out.

If the tenant wants to go on RAS and in your house let them deal with the council, basically if they tell the council that they want thius particular house and they are happy with its present condition, the council is unlikely to object, except possibly if there is a safety issue.
 
I would see this as a great opportunity (unless you can afford to leave house vacant ... the RAS scheme is a good gaurentee of rent of the medium term 4 yrs. You have the 'dream tenent' so your choices are go along with the requirements of the safety checks, these RAS checks are non negotiable so choose go with upgrade or lose tenant, BOL
