Public sector competence application advice

My cousin has come to me in the hope i can help her with an application for a public sector type organisation- she is currently middle mangt in her own organisation and this post would be senior mangt type standard in a smaller organisation. She has 10 years experience in her current organisation- albeit she has moved around different departments- working herself up through the ranks

Can anyone give some guidance with examples for the following questions

No offence but if a middle manager with 10 years experience doesn't have the wherewithal to come up with some sort of answers off their own bat to those sort of questions then perhaps they are in the wrong job!?
 
I would say it is always hard to start - best to get something down ion paper- it can then be changed/ amended/ improved etc
 
I assume that you are asking about the public service here or perhaps just the civil service?

Competence based interviews are common place across the public and private sectors. Different organizations within the public sector conduct these competency based interviews in differing ways. The civil service (and perhaps the public service) have adopted a particular approach to competence based interviewing.
