PRTB - who can I complain to?

I have always registered in accordance to the rules and this year had tenants break a contract mid way through.

I knew my rights in regards to rent etc but as I found tenants to take their place immediately, the changeover was easy enough with both parties happy with the outcome.

My new tenants took over the property a week before going on holidays and had held onto the contract (for social welfare) along with the PRTB form. When they returned from holidays the returned the whole lot to me. I didn't see any issue with the delay based on past experience and delays with the PRTB however the form was received 9 days late and now they want the E140.

I wrote back and complained and explained that I could get proof of their absence etc and that I was on my own and barely able to pay the E70 let alone the E140. Again they have returned it advising they will not register unless I pay the E140. Any idea's?

I really dont have this sort of money and feel really annoyed at continually paying for a service that I never use and from what I have read will probably find little use for should a dispute arise..
 
The usual approach for complaints about any public body is the Ombudsman [broken link removed] - but I don't think you will get far in this case. Can you get proof of absence from the tenants?
