PRTB Registration if Council own property?

If a County Council purchase a property in a private estate and then rent it out, do they have to register the tenancy with the PRTB.

I am trying to get a contact name for a landlord of a property in our estate. There are too many people living in the house, and the tenants children are causing hassle, damaging property and cars. I have emailed the PRTB as I cannot see the property listed. They have confirmed that is is not registered with them. But I'm wondering if the County Council own it, would they still need to register.
 
No the council don't have to register as it's not a private rental. Even if the property isn't registered you can make a third party complaint to the PRTB for a small fee, not sure what happens if it actually turns out to be a council property though.
 
Thanks shesells. In the meantime, I've found out if is privately owner but not registered. I'm trying to trace the landlord now.
