PRTB - no need for landlord and tenant's signatures

I note today from the PRTB website that you no longer need the tenant and landlord to sign the form. Why then does the form still have the place for signatures and also it says on the form they have to sign?
 
I'm not sure about the new rules but I had a registration returned to me earlier this year because only one of the two tenants (a couple) had signed the form.

Is that why you advised me in another post that I just need to email the PRTB, when a new person is to be added on as an additional tenant?

Or perhaps that was always the case for additions/updates.
