PRSI Refund

I see on the DSFA website that if you weekly pay fluctuates during the year of 2007 but you annual earnings are less than E24960.00 that you can get a refund of 2% Health Contributions.....would these amounts be the same for 2006?.....

My annual salary for 2006 was 24463.05, am I due a refund?

The threshold for Health contribution was €22880 for 2006 (€440 per week)
