In earlier post it was for your daughter while in this post it is for the mother of your daughter( Note two different tax/prsi treatments and situations)
Also is it voluntary or court enforced?
Finally where did you hear they might be a prsi rebate for a number of years eg did social welfare office tell you.
Also you could query with social welfare office or citizen info centre

I have not heard about a this type of prsi rebate(cant be 100% sure) but
In the other fathers case what would happen would be:
Tax/prsi deduction on his tax return only for wife element (not kids)- He gets both the prsi and tax relief when he files tax return and she is traeted as having an icome from him
Legal/court document would have to be in place
Your case is different as it is a payment for kid element if it was a kid with a former wife and also paying exwife you would get relief for wife element if court enforced.
If you want to get final accurate answer please contact prsi section and give facts and see if their is some scheme their.
I wonder if the OP is thinking of the tax credit for single parents.
The payment appears to paid to the ex-partner's (not ex-wife) account on behalf of his daughter.
