PRSI for self employed

i am self employed and am currrently completing my tax return for 2009. i am wondering if it is compulsary for a self employed person to pay PRSI and health contribution. i do not employ anyone.
any advise would be greatly appreciated.
 
If you earned less than €26,000 in 2009 you will not need to pay Health Levy on your earnings.
You will have to pay PRSI at 3% no matter what your earnings; the minimum payable is €253.
Don't forget Income Levy, at 1.67%.
 
Is that 3% for PRSI after the expenses are taken off, or on the gross pay of €26k?
Also is the income levy of 1.67% calculated on the gross pay or after expenses?

PRSI is on income net of expenses after and any Wear & Tear (Capital Allowances) on equipment/motor etc.

I/Levy is same except before Wear & Tear (Capital Allowances)
