Property Investment Bond Locked in

I bought an Investment Bond in property in 2000 for 12700. There was a 5 year lock in with penalties. After 5 years there was to be no penalties or restrictions. The fund was worth 24000 in January 2008. I tried to cash in but they told me there was a six month notice to cash in and the payment would only be made for the value 6 months after the notice. It is now only worth 19800. What are my rights to access and should I cash it
 
The terms and conditions of the product presumably stated that the property fund could impose such restrictions.

It performed very well for you - it nearly doubled your money in less than 8 years.
