Probate granted but joint executor mentally incapacitated

I wonder can anyone point us in the right direction with this.
Probate was granted (about 8 years ago) but the transfer of the property was not completed.
One of the executors has since become mentally incapacitated.
What must the remaining "healthy" executor do in order to complete the process?
