My understanding is that you will need a UK bank a/c and will have to deal with the same AML requirements as you would buying Prize Bonds for buying premium bonds. I do recall reading somewhere once that France do something similer but have no more details
Just bear in mind that raffle tickets are not an investment, regardless of someone getting lucky
