A Cat C write off means that an insurance company deemed it uneconomic to repair. Not that it was unroadworthy.(which I assume it is, having been written off in the UK)
That is not what a CAT C (or CAT S in the UK) write-off means.If the seller is selling an unroadworthy defective vehicle

If you paid via credit card then you could raise a chargeback with your bank on grounds of non-receipt of goods or goods being defective/not as described
There is no evidence of a crime on the basis of facts set out in this thread.If you believe you have been defrauded then going to the Gardai is perfectly legitimate but you would have to report it as a potential crime.
