Preparation of Wall for Change of Paint Colour

Would appreciate advice from any experienced decorators out there on the best way to "kill" a blue colour on bedroom wall in order to change it to a light yellow colour. The wall is in good condition; would it be ok to paint it with white ceiling paint and then paint on colour of choice? Or should I use the more expensive Polycell Basecoat Complete? Thanks very much.

Standard white emulsion should do the trick, no need for the Polycell.

Thanks for that yes I think the Polycell basecoat would be suitable if there were a lot of cracks on the wall.
