Prelim tax

I was registered self employed up to 2008.I then deregistered and was PAYE 2009 and 2010.I returned to self employed joining a company as a partner Jan 2011.Do I need to file a prelim tax return for 2011?

You don't need to file a Form 11 for 2010. You do need to file a Form 11 for 2011 - this can be done before 31 Oct' 2012. You do not need to make a preliminary tax payment for 2011 - so no there is nothing to be paid before the end of this month, assuming your PAYE affairs are in order of course.
