Preconditions for Motor Insurance

On most online sites for motor insurance, one of the preconditions you must agree to is that you have 'No convictions for any motor offence in the past five years'. When you accept this and go to the page were you fill out your details, they have a section for how many penalty points you have - is this not conflicting with the precondition and would it have any impact on your policy should you have a claim?

Another precondition you must normally accept is that you were never refused insurance by another company - does getting refused a quote because you were too young for a particular company at the time or having an online quote declined constitue being refused insurance? Surely this has happened to most people at some stage so why is it asked and is it a get out clause for the insurer?
 
speeding convictions normally are not taken into account. However, any other conviction, dangerous/careless driving, manslaughter, dangerous parking, using car for illegal purposes are taken into account and all are examined on their merits.

penalty points are important as more than two speeding penalty points or nor wearing seatbelt could indicate a certain careleseness.

no insurer should refuse on grounds of age at this stage, but if an insurer refuses to quote or quote at normal terms for any other justifiable reason, then it also suggests that all is not well with the proposer.
