If a person has a number of properties and is moving from one to another, is it necessary to notify the Revenue for Principal Private Relief purposes?

If so, do they just write to their local tax office?
 
What are you notifying? Are you changing the property from an investment to PPR for TRS purposes? If it's for CGT and selling the properties then no, it's a self assessment tax.
If you wish to change your address for communications with your Tax Inspector then notify the Tax Inspector.
Your PPR is your PPR - it's where you live and spend most of your time, if there are queries about this from Revenue it will be up to you to prove it not the other way around.
given the scant information you've provided and what the purpose of notifying Revenue is it's not surprising that there haven't been replies.
