plunbing issue - is it electrical or boiler causing this problem

I have a 4 zone heating system working off a central control panel installed in my house with an oil boiler. I'll try to explain my problem as follows;
lets say heating is due to come on in a zone, control panel kicks in, actuators for particular zone come on, as does the boiler. Problem is that the heat is either struggling to get through to the rads or else not at all. When the boiler comes on it's just ticking over and not firing up as would be expected - as if it's not been called on by the heating system to do so. Sometimes the heat from the boiler will cause the expansion overflow in the attic to flow, again as if the system isn;t calling for it, so the heat has to go somewhere. I've released some steam from the boiler on a couple of occasions to see it this helped, but no joy.
I can't figure out what is going on......the actuators all seem to be fine but I don't know if I have a problem with my boiler or with the electrical system associated with the system........
My plumber is coming tommorrow evening.......but would like the heads up with any advice before he comes........that's if my post makes sense to anyone in the trade!
 
Sounds like a boiler problem alright. electrics sound ok. what did you plumber say?
 
Yeah it was a boiler problem alright he replaced the water bottle for the boiler
