Planting grass seed?

Planning to reseed a damaged lawn; is now a good time? If not, when should I do it?

Depends how mild it gets. Given the off chance that we may still get some frost, maybe hold out until March. Only from past experience with reseeding damaged/muddy, it might still be on the cold side for the seed to take and you still get the worst of the feb weather.
