Planning permission.

I've a derelict cottage on approx 30 acres. The property is at the end of a laneway with just a 20 ft entrance. The cottage (Land commision style) is situated within 60 ft of the entrance. I wish to have the cottage classified as an outbuilding in lieu of the council granting me planning permission for a new residence some 100 metres away. Would this be normally granted? While renovation of existing cottage is possible, it would entail removal of mature beech trees within feet of gable wall.
Have a pre-planning meeting set up with council and would appreciate any advice.
 
You will find that in all likelihood the planners you meet at the pre-planning meeting will be very helpful and that they will be the best source of advice for queries of this nature.
