Planning permission age?

Hi
I have looked on council website but cant seem to get an answer?
I have space for a site. Is there anything stopping me applying for PP in my child's name if they are under 18? Currently 13.
With buding material prices sky rocketing it would make sense to get planning now and 'tip' away at it. I know you have to build within a certain period of time.e and then get an extension on that. That would mean house be completed when child in 20's.
 
Yes they will living with me. But my thinking is to build it over next 5years with any spare cash. As building materials are only going one way.
 
But the council will want to see a need now and won't accept a child who still has to live with a guardian. You could apply for outline permission which would be a start.
 
I have a feeling that this thing won't work. Your child is 13- and nobody can look into the future. S/he might never live in this country when s/he is grown up and finished education, etc. The deciding planning officers may might have similar thoughts.
 
Maybe build an extention to existing house onto that plot if it is close enough in a way it could be easily converted later on ?
 
Thank you for all comments. They have helped visualise all put falls. I was going to contact an engineer but I think I'll save my money for now.
As suggested I don't think it will float with planners. It would be hard to explain a need as suggested. Big hurdle to get over and costly exercise to just be refused.
Maybe best to invest spare cash and hope i can keep up with inflation to have money in time to build if the need occurs in the future.
Extension/granny flat great idea for now. Although won't be long before we all can throw a barna shed out back and live in it!!!
