Planning - altering plans

We bought a house where the planning permission had been granted and the vendor left us the plans for the proposed extension,which is to the side, over the garage.

On closer inspection, it looks like the plans also alter the layout of the downstairs area, which we are quite happy to keep as is. They also seem to involve moving the back door to the side of the house. We would like to proceed with the actual extension and not change the downstairs layout

Does the fact that we won't proceed with the alterations to the downstairs layout affect the planning permission? Externally the extension will be as per the plan, as will the upstairs layout.

Also, the planning runs out in January 2006 - I have tried to contact the planning dept in the local council about extending the permission and after 3 calls and promises of call backs - no call back. Anyone know how to apply for an extentsion to permission?

I think you can keep downstairs the way you like even though you have planning permission to change it, It means you can change but don't have to,
 
IMHO it would be best to call to the planning office if you cannot get a reply from them. You can discuss the plans with them and get their advice which would be best in the long run.
