My girlfriend recntly moved into a house with 3 others 2 months ago. They signed the contract and everything was grand. The tenancy agreement states no animals allowed. The landlord begrudgingly accepted RA from 1 person. The tenants asked to be allowed bring a cat in. The landlord agreed.

Fast forward 3 weeks after the cat moved in. The landlords wife entered the premises without notifying the tenants(she had a repairs man with her for maintenance) and when she saw the cat, flipped. (turns out shes got a phobia of cats) Now the landlord wants either them to leave or the cat to be removed from the premises. The landlord has not yet registered them with the PTRB. The tenants need this registration because they require parking permits however the landlord is being cagey about registering them. Advice?
 
Landlord is being cagey about registering them - is he not registered as a landlord, is he worried about revenue etc?

Tenants should go straight to the PRTB, even if they're not registered they can still lodge a dispute.

Did the tenants receive written confirmation from the landlord that the cat was allowed or was it just a conversation had? The lease is the only thing binding the tenants and the landlord, if the lease states no pets then it'll be difficult to prove the landlord agreed to the pet as he will most likely lie and say the conversation didn't take place. Also, the landlord can enter the property after giving notice to the tenants, as far as I'm aware nobody else can, unless the landlord's wife is named on your lease as the landlord also, she has no right to be in the house especially without permission from the tenants.
 
I'm sure most leases make use of the "landlord or his/her agent" to allow more than just the landlord have access if needs be. The wife would be his agent.

How do you know ? As stated several times before it takes months to actually get this through. The landlord must by law register and cannot 'hold off' or 'be cagey'. I would say that you are in trouble as the lease states no pets, heresay conversation can be denied. I'm curious as to why did they sign up for a lease with this clause when they had a pet. What were they going to do with the pet ? Or did they decide after moving in that they would get a cat ?
