Paypal setup costs?

Can anyone tell me what it costs to initially set-up a PayPal account?

Its is free but you have to pay something nominal like 2 euro or 2 dollars which gets refunded to you when you either activate the account or make your first transaction, cant remember which. This stops people setting up random paypal accounts.

At least this is what happened 3-4 years ago when I set up mine.
 
I think it's 1.48 this appears on your statement along with a 4/5 digit number which you will need in order to activate your account. The 1.48 is credited again once you activate the account / make your first payment.
