PAYE worker and filing a Form 11

Hi All,

I am hoping that someone here can offer me some advice. I work full time as a PAYE worker and once a year I provide a professional service to a Public Body. On payment of the service I am given a 'Withholding Tax from Payments for Professional Services. I have these since 2012.
Through my own ignorance I had thought because the tax was withheld it was paid and I didn't have to declare as the Public Body had my tax details etc. I know now that i was grossly incorrect. I want to do the right thing and submit them to make sure all my tax affairs are in order. If so will I get penalised because I haven't done it on a yearly basis? And what are the penalties? Should i use the ROS system or just go into the tax office?
