pay insurance and pay for legal cover also?

I recieved a renewal notice for my moped insurance recently,cost of 3rd party insurance 200 euro, cost of legal cover 30 euro. Total demanded 230. euro . I only require 3rd party insurance so I sent them 200 euro, this was returned as legal cover is compulsory.
Who calls the tune here ? I thought third party insurance covered claims against me by third parties,end of story. What do I need legal cover for.
 
Legal expenses cover is sold as an "add on" and is not compulsory.

This cover is for if you are in an accident and in the right it will pursue the third party for your uninsured losses eg car hire
policy excess etc.Their are also other benefits included but it is not compulsory.

thanks Johno, what do you suggest I do now? they have returned my draft with the covering letter saying legal cover is compulsory, I am inclined to drive on and wait for the bang,keeping the correspondance safely in case I need to produce it.
