parent to child transfer - stamp duty

Just a general query re stamp duty.

If a parent transfers a house and land to one of their children, but maintains a right to live in the house and a right of maintenance (i.e. child must provide for them), then I assume this reduces the value of the transfer to stamp duty purposes?
