Painting Varnished stairs

Hi,
I am looking for advice on painting a stained varnished stairs.
From what I can gather I need to do the following
1 Lightly sand
2 Clean with turps and hoover
3 Prime it with good quality primer (any recommendations)
4 Paint it (any recommendations) we are looking to paint it white


Is this correct and if so can peeps please reccomend the type of paints links would be great
The colour would be white.
 
I'm going to offer little info on the major queries about getting rid of the varnish as I couldn't be sure (steps outlined seem ok mind), but I painted a new stairs white and it came out really nice - floors are dark walnut.

I used the dulux 'white ash' colour and then a ronseal clear varnish to protect it and make it easier to keep. So far, so good.
