Paint damp walls?

Hi,
I have damp walls from lack to ventilation in upstairs of house. Problem was that windows vents were closed and windows weren't open regularly enough (due to cold weather). Walls need to be painted. How should I remove the damp and mould before I paint. And it there any special paint I need? I see one paint dealer sells anti damp paint.
