options while waiting for fas apprentice training

Are there other training options open to fas apprentices? My brother is an apprentice plumber. He has two years working behind him and one phase of fas completed. Work has obviously slowed down for him and he's wondering if there is anyway for him to keep moving forward while waiting for fas to offer the next fas of his training. He'd happily consider a private option rather than twiddle his thumbs ( though he is actually working at the moment.)

I think he should keep on applying everywhere, walk on to sites and just ask, he might be lucky
