Opinion of compliance

I had an internal wall knocked and 20 sq m extension added to the back of the house 14 years ago. I am now selling so I asked an engineer for an opinion of compliance. He gave me a quote for €500 but then issued a cert of planning exemption and cert for building regulations to the solicitor and sent me a bill for €1000. Did I need 2 certs? On engineer/ architect websites it describes an opinion of compliance as a cert that confirms that the works comply with the building and planning regulations. Doesn’t that cover everything?
 
Certs can be for planning permission compliance, planning exemption or building regulations compliance or a combination thereof. All depends on what you actually requested the quote for initially.
