OPFA - local office or Sligo?

I am filling out forms to apply for OPFA and was wondering whether I should apply to my local office or to Sligo? Reading about all the delays, so was wondering which might be faster really
 
Local SW offices only deal with OPFP applications. Sligo would only forward it to your local office anyhoo. Will take about 3 months to process but you can receive a basic payment (for same amount generally) from your local Community Welfare Officer, HSE whilst you are waiting for OPFP. It will be recouped from the arrears due from SW once your payment is awarded and back dated to date of application...
