OACP Query - Self Employed & receiving Pension at same time

I am sure there are people out there with similar situation. Query is in relation to ability to pay PRSI class s contributions in current working situation and qualifying for OACP whilst receiving company pension.

Relation of mine (61) is currently working as a taxi driver for last 1.5 yrs (gave in tax return last year ,low amount of tax paid,no prsi taken off, lot of expenses as bought car&plate) but he also draws a small company pension since 55 (early retirement, paid class D PRSI with company for 30 years).

He is looking into qualification for the state OACP. has 10 years class A PRSI from working years prior to company he worked for 30 years. he can qualify for 50% of OACP, he has been told.
But can he/ should he pay PRSI class S contributions for last year and next 4 years in order to qualify for a higher % of OACP ??.

He was told that he can't pay class S prsi ? (by welfare about 15 months ago) , something related to the pension he receives. anybody with experiance similar . hope not too unclear.
