Nursing Salary Scale - Query re promotion

Guys,

Just wondering if anyone can answer this definitively. If a nurse is in her third year in a particular position and gets promoted, does she go back to the starting point on that role's salary scale or does she start at the "third year rate"? Going back to the starting point would, in certain cases, result in a reduction in salary which wouldn't make sense.
