Nursing Home Fee Refund

Hi, my late father spent some time in a private nursing home. Fees were paid by my mother. Are the fees refundable via the HSE scheme?

I suspect not, if they arent, can she claim the fees against her tax to reduce it (via Med1 form)? She was paying some tax at the time (based on her pension), so possibly she couldl get a refund of tax?

Just wondering what her options are........

Thanks Guys, problem is that nursing home was private rather than public. Seemingly the refund only applies to public homes, bit of a swizz.......he had to pay home fees out of his pension, even though he had medical card, but because it's private (no public beds available when needed), he cant get refund.
