NPPR Holiday Home Query

I hope I'm posting in the correct forum with this. I have a holiday home that I rent out for a few weeks every year. The County Council put a water meter on it and I've been paying water charges for a few years. I've also been paying the annual €200 NPPR charge.

My question is: Could the holiday home be regarded as a commercial premises since I pay water charges on it (e.g, like a hotel etc.) and should I be paying the NPPR charge at all? Thanks.
 
Thanks sahd. I actually don't pay commercial rates on the holiday home. I just pay water rates. I don't know why exactly I'm paying water rates. The County Council knew it was being rented and they put in a water meter. The didn't even tell me they were going to do it. No permission. They just went ahead and put it in.
