NPPR for shared ownership- mother living alone in family home

Hi there
hopefully a quick one-
My family bought the family home (formally rented from council) for my mother to live in in late 2009.
My mother owns a % of the property and lives there rent free.
My sister and I own the remaining %. We work and live > 2k away.

I paid the LPT and declared it as my PPR last two years.
I base my ltd business out of the home address and receive my business correspondence there, electoral etc, but stay away from this address round Ireland 90% of the time and rent.

Does my sister or I owe NPPR tax?
I can't see anything in the legislation on co-owing where one owner is resident. It was bought to house my mother. Not as an investment.
