Yes. One would expect so as it would have affected whether the licence was issued and what endorsements apply. Generally insurers will follow the licensing authority, and not the other way.
A certificate of insurance will note that it covers drivers noted "provided that the person holds a licence to drive such a vehicle or, having held such a licence, is not disqualified from holding that licence". So it may be a grey area as to whether they were entitled to hold a licence if they didnt inform the authority.
